There aren't any restrictions on our server that I am aware of.

Internet speed depends on so many things, it's hard to say where the bottleneck is. Your machine and our machine are only the endpoints of the connection.

Sorry about the problem. We saw that problem while we were transitioning the website to Phase 2, but we fixed it before Phase 2 went live. Looks like we might have broken our fix. I've sent a message to our tech guys so that they can fix it again.
